Graduate Council
January 27, 2004
The Graduate Council met on January 27, 2004 at 2:00 p.m. in the Memorial
Union Mohave Room. Interim Dean Allison presided.
Also in Attendance were Graduate College Deans Ozel, Zatz, and Lindquist;
Extended Education Dean Verdini; Associate Vice President for Research
Raupp; Associate Vice Provost Delgado from ASU West; Vice Provost Schwalm
from ASU East; University Libraries Dean Schmidt; Professors Armbruster,
Barrett, Chawla, Hanson, Kaplan, Koonce, Landers, McCarthy, Millard, and
Savenye.
Excused: Professor Spellman and Student member Bigler.
Absent: Professors McGregor, Villalobos, and Zhou.
The minutes from the November 25, 2003 meeting were approved.
Dean Allison led the Council in expressing their congratulations to Council
members Chawla and Landers for their recent awards. Dr. Chawla is the
recipient of the 2004 Bradley Stoughton Award for Young Teachers, presented
by the American Society for Materials. Dr. Landers is the recipient of
the Award for Distinguished Scientific and Research Contributions from
the American Psychological Association.
Dean Lindquist introduced the proposal to rename the MS in Environmental
Resources at ASU East to the MS in Applied Biological Sciences. The proposal
was recommended for approval.
Dean Allison introduced Council Standards Committee co-chairs Kaplan and
Savenye, as well as providing background about the charge to the Standards
Committee.
Dr. Kaplan introduced the proposal to reduce the number of consecutive
semesters a graduate student may remain in a program while not enrolled
in classes from 6 semesters to 2 semesters. After 2 consecutive semesters
of non-registration, a student would need to re-apply to a degree program.
Questions were raised about how the new policy would affect medical/compassionate/
military withdrawals, doctoral leaves of absence, and individual units'
definitions of "academic progress." The policy was recommended for approval.
Dr. Savenye introduced a second proposal from the Standards Committee.
The proposed policy would allow, at the academic unit's discretion, for
doctoral students who have a previously awarded master's degree to count
a "blanket" number of hours towards their doctoral program of study, without
having to list specific courses. This policy addresses a fairness issue
by treating doctoral students holding a domestic master's degree and doctoral
students holding an internationally-awarded master's degree equitably.
Discussion was focused on clarification that the number of hours to be
counted on a program of study is always at the discretion of the academic
units and about the units' ability to evaluate international transcripts.
The policy was recommended for approval.
Dean Lindquist provided an update on the proposal to import the M.Ed.
in Curriculum and Instruction, with a concentration in English as a Second
Language, to ASU East. Because there was no Graduate Council meeting in
December, the proposal was distributed electronically and Council members
were asked make a recommendation by email to allow the proposal to move
forward in the approval process. The proposal was recommended for approval.
Dean Allison informed the Council that the Doctor of Nursing Science degree
in the College of Nursing has been approved by the Arizona Board of Regents.
Dean Allison presented a summary of the Graduate College business plan
to the members of the Council. Much of the discussions centered on the
importance of increasing the number of graduate fellowships at ASU.
