The minutes for the November 28, 2006 meeting were approved.
Dean Ozel led a discussion concerning the policy proposal to establish
a maximum time limit for students pursuing doctoral degree programs at
ASU. She shared with Council members that many of ASU's peer
institutions have established maximum doctoral degree time limits for
their students and outlined the need for an ASU institutional policy
that clearly defines time limits for students to complete their
doctoral degree requirements. After discussion and review of the
Proposed New Policy Statement the Council recommended for approval the
following policy to limit the total time to degree for doctoral
programs at ASU.
Overall time limit (starting with the first semester of enrollment in the doctoral degree
program) for the completion of degree and graduation requirements is ten consecutive
years for doctoral programs at ASU. In addition, course work older than ten years cannot
be included in the program of study.
After discussion and review of the Proposed Graduate Catalog
Change the Council recommended for approval retaining the following
current policy concerning the maximum time limit after candidacy.
Maximum time limit after candidacy: The candidate must take the final oral examination
in defense of the dissertation within five years after passing the comprehensive
examination.
Two groups (Group A and Group B) were established to review two
proposals following the new process established in the spring of 2006.
Group A reviewed the proposal to establish a graduate certificate in
Integrative Health in the School of Social Work within the College of
Public Programs. Prior to the meeting, questions received from members
of Group A regarding this proposal were forwarded to the unit, and the
responses of the unit were incorporated into the proposal. There were
additional questions from the Council members regarding the name for
this certificate, admissions criteria, target audience, field
observation procedures, similar programs at ASU peer institutions and
the involvement of other health related programs in the University. The
proposal to establish a graduate certificate in Integrative Health was
tabled pending further clarifications from the academic unit.
Group B reviewed the proposal to establish a Doctor of Philosophy
(Ph.D.) degree in Social Science and Health in the School of Human
Evolution and Social Change within the College of Liberal Arts and
Sciences. Prior to the meeting, questions received from members of
Group B regarding this proposal were forwarded to the unit, and the
responses of the unit were incorporated into the proposal. There were
additional questions from the Council members regarding admissions
procedures. The proposal to establish a Doctor of Philosophy (Ph.D.)
degree in Social Science and Health received recommendation for
approval pending minor revisions.
The meeting was adjourned at 3:50 p.m.
