The Tempe Graduate Council met on Tuesday, September 26, 2006, at 1:00
p.m. in Administration B building, Room 286. Graduate College (GC)
Associate Dean Filiz Ozel presided.
Also in attendance were Vice Provost and Dean of Graduate Studies
Allison; Graduate College Deans Dickson and Webber; Professors Barrett,
Diaz, Koonce, Newman, Savenye, Thompson, Tsui; and student member
Aubin.
Excused: Graduate College Dean Lindquist.
Vice Provost and Dean of Graduate Studies Allison extended her
apologies for being unable to attend the first meeting due to illness
and offered to council members that she will attend meetings throughout
the academic year whenever possible. She welcomed and thanked all
Graduate Council members for their time and service in support of
graduate education at Arizona State University (ASU). Dean Allison
further outlined that Graduate Council processes orchestrate and set a
tone for graduate education at ASU. She shared with Graduate Council
members that the new Executive Vice President and Provost of the
University Elizabeth Capaldi is very supportive of graduate education
and has a plan to manage enrollment at the undergraduate levels,
enhance graduate enrollment resources and place a greater emphasis on
graduate programs. She concluded by thanking Associate Dean Ozel and
her group for their work and support of graduate academic programs.
Dean Ozel spoke briefly about the possibility of graduate policies
that may come before the Graduate Council members during this academic
year. She mentioned that these policies may include a time-to-degree
policy or a policy limiting the time to successfully achieving
candidacy for doctoral students.
The minutes for the August 29, 2006 meeting were approved.
Two groups (Group A and Group B) were established to review three
proposals following the new process established in the spring of 2006.
Group A reviewed the proposal to establish a Master of Advanced Study
(MAS) degree in Geographic Education in the School of Geographical
Sciences within the College of Liberal Arts and Sciences. Prior to the
meeting, questions received from members of Group A regarding this
proposal were forwarded to the unit, and the responses of the unit were
incorporated into the proposal. There were additional questions from
the council members including the availability and flexibility of
classes on the Program of Study, and additional clarification of
learning outcomes. The proposal to establish a Master of Advanced Study
(MAS) in Geographic Education received recommendation for approval
pending minor revisions.
Group B reviewed the proposal to establish a concentration in Teacher
Development and Leadership under the Doctor of Education (Ed.D.) degree
in Curriculum and Instruction in the Division of Curriculum and
Instruction within the Mary Lou Fulton College of Education. Prior to
the meeting, questions received from members of Group B regarding this
proposal were forwarded to the unit, and the responses of the unit were
incorporated into the proposal. There were additional questions from
the council members including clarifications of the application fee and
English proficiency requirements. The proposal to establish a
concentration in Teacher Development and Leadership under the Doctor of
Education (Ed.D.) degree in Curriculum and Instruction received
recommendation for approval pending minor revisions.
Group B also reviewed the proposal to establish a Latino Cultural
Competency Certificate in Social Work in the School of Social Work
within the College of Public Programs. Prior to the meeting, questions
received from members of Group B regarding this proposal were forwarded
to the unit, and the responses of the unit were incorporated into the
proposal. There were additional questions from the council members
including clarifications of the Spanish language proficiency
requirement, learning outcomes and elective coursework. The proposal to
establish a Latino Cultural Competency Certificate in Social Work
received recommendation for approval pending minor revisions.
Professor Barrett shared with council members that her academic
unit, the Walter Cronkite School of Journalism and Mass Communication
will be soon reviewing their graduate programs and that Graduate
Council may see proposals from them this academic year. Dean Ozel
explained to council members that there are discussions currently
underway concerning whether the new Downtown Campus will have
representation on Graduate Council this academic year during this
initial transition time. She concluded by telling council members that
she would keep everyone apprised of any final decisions made as a
result of these discussions.
