The Tempe Graduate Council met on Tuesday, November 29, 2005, at 2:30
p.m. in Administration B building, Room 286. Graduate College Associate
Dean Filiz Ozel presided.
Also in attendance were Graduate College Deans Dickson, Lindquist,
and Webber; Professors Brooks, Christopher, Demaine, Diaz, Koonce,
McCarthy, Savenye, Thompson, and Zhou.
Excused: Professor Barrett; and student member Meegan.
The revised minutes for the October 29, 2005 meeting were approved.
Dean Ozel led a discussion on the policies and procedures
associated with graduate certificates at ASU. The Council recommended:
- that the minimum required credit hours for graduate certificates be raised from 12 to 15;
- that no more than 1/5 (20%) of the minimum required
credit hours for a graduate certificate may be transferred from another
university;
- that all coursework used to complete an ASU graduate certificate must be completed within a 6-year time limit;

that in order to be admitted to a graduate certificate program,
students should have a cumulative junior/senior undergraduate GPA of
3.00 or higher; and
- that to be awarded a graduate
certificate from ASU, all courses which will count for the certificate
must have a cumulative GPA of 3.00 or higher.
Additionally,
the Council recommended that certificate-offering units should evaluate
all courses taken before a student is admitted to the certificate for
their applicability and currency; that a student admitted to a graduate
certificate program submit a plan of study to the certificate-offering
unit within one semester of being enrolled in the certificate program;
and that graduate certificates at ASU should not simply be a subset of
courses required for a graduate degree, but rather reflect an
additional area of focus/specialization.
Professor Koonce and Dean Lindquist introduced a proposal for a
concurrent J.D./Ph.D. in Psychology in the College of Law and College
of Liberal Arts and Sciences. Council member and unit representative
Professor Demaine was present to respond to questions including the
relationship to the University of Arizona's existing concurrent
program, the timeline for completion of both degrees, the number of
credits required for each degree and for the concurrent degree program,
shared hours between the two degrees, the expected participation of
concentrations within Psychology other than social psychology, and the
benefit of the proposed program to the Barrett Honors College. The
proposal was recommended for approval.
Dean Lindquist thanked the members of the Graduate Council Appeals
Board for their recent participation in review of a graduate student
appeal.
